Certification

The certification department is engaged in certifying the compliance of the following construction products and materials:

• concrete mix and concrete products
• filling materials
• masonry products
• bituminous binders
• road construction materials
• traffic management tools

The certification department has been recognized as competent by the Estonian Accreditation Center and has accreditation as a certification body for construction products and materials (PC 011) .

The Technical Supervision Authority has granted AS Teede Tehnokeksus the right to act as a notified body in the field of conformity assessment of construction products and materials and has informed the European Commission about this. The identification number of the notified body (NB) of AS Teede Tehnokeskus is 1403. The scope of notification by product is presented in the European Notified Bodies Register ( NANDO ).

Our competence in the field of certification of construction products and materials is somewhat broader than notification, as it also includes products for which harmonized standards have not yet been published. The harmonized standards are published in the Official Journal of the European Union

Certification of construction product and material compliance

Depending on the status of the technical specification, verification of compliance with the requirements can be carried out in a mandatory (according to harmonized product standards) or voluntary (other suitable technical specifications) procedure. The certification of compliance with the requirements is based on the Regulation of the Minister of Economy and Communications of July 26, 2013 no. 49, Regulation no. 22.09.2014 of the Minister of Economy and Infrastructure. 74 and the conformity assessment systems provided in the harmonized standard. The regulation establishes different certification systems for construction products, which are combinations of the different activities of the manufacturer and the notified body:

O – manufacturer
T – notified body (certification or inspection body or laboratory)

In the case of certification systems 1 and 1+, the notified certification body issues a certificate of constancy of performance of the construction product, which is a written confirmation that the construction product meets the requirements subject to evaluation according to the legislation, if the product meets the requirements.

In the case of certification system 2+, the notified certification body issues a production control certificate, which is a written confirmation that the production of the construction product meets the requirements subject to evaluation according to the legislation, in the presence of continuous proper internal control of production.

If the product meets the requirements and the procedure for proving compliance with the requirements has been followed, the manufacturer confirms compliance with the requirements with a declaration of performance or conformity.

DECLARATION OF PRIVACY

In order to ensure the reliability of certification activities, it is of primary importance that the activities of the certification body are impartial and always based on objectivity, that situations where conflicts of interest may occur are managed without compromise.

Ensuring impartiality and objective evaluation is the primary goal of AS Teede Tehnokeskus in all evaluation activities of certification activities that we perform. With constant and consistent control of these activities, we ensure the highest possible reliability of the certification activity.

AS Teede Tehnokeskus ensures that there are no conflicts of interest in all the details of its activities. We confirm that AS Teede Tehnokeskus conducts certification activities objectively and impartially. The impartiality of certification activities of AS Teede Tehnokeskus is assessed by the Advisory Council consisting of construction materials production experts.
